You can only see that once the Sims 3 base game is in your library. The code you get from Steam as a gift in email is a Steam ONLY code to redeem for the game. I think theres some confusion on the keys though. Top left corner choose Orgin/redeem product code and post that key you got from steam. Highlight the the exansion you want and copy to clipboard. Just right click the Sims 3 in your Steam library, and on the right side of click CD KEY. You can buy them at Steam and activate at Origin no problem.
